A BILL to amend article one, chapter twenty-nine of the code of West Virginia, one thousand nine hundred thirty-one, as amended, by adding thereto a new section, designated section fifteen, relating to creating a special student enrichment transportation fund, administered by the secretary of education and the arts, to provide funds to transport school children within the state in order to promote their educational and cultural enrichment.

Be it enacted by the Legislature of West Virginia:
That article one, chapter twenty-nine of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended by adding thereto a new section, designated section fifteen, to read as follows:
ARTICLE 1. DIVISION OF CULTURE AND HISTORY.
§29-1-15. Student enrichment transportation fund.
There is hereby created a special fund in the state treasury which shall be designated and known as the "student enrichment fund" and shall be equally divided among the fifty-five counties. The fund shall consist of all appropriations to the fund, all interest earned from the investment of the fund and any gifts, grants or contributions received by the fund.
The secretary of education and the arts shall administer the fund pursuant to standards and criteria specifically designed to provide for the allocation and distribution of funds to transport school children in this state for the purpose of promoting their educational and cultural enrichment.
The standards and criteria established for the allocation of these funds shall be established by legislative rule, proposed for legislative approval pursuant to the provisions of article three, chapter twenty-nine-a of this code.



NOTE: The purpose of this bill is to create a special student enrichment transportation fund administered by the Secretary of Education and the Arts, to provide funds to transport school children within the state to promote their educational and cultural enrichment.
